The purpose of the fund is to distribute scholarships in support of a public defender, defined as a lawyer employed at public expense in a civil or criminal trial to represent a defendant who is unable to afford legal assistance, who has accumulated law school debt totaling more than ten thousand dollars ($10,000) and has been working full-time at a public defender’s office for a minimum of five (5) years.
